MANIPUR NOT EMPOWERED TO ENACT ILP: MHA

Although the joint committee on Inner Line Permit (ILP) has been insisting that the state government alone can introduce ILP in Manipur, a senior official in Ministry of Home Affairs (MHA) clarified, “Manipur government is not empowered to either enact or introduce the Bengal Eastern Frontier Regulations, 1873. It has to refer the matter to the Centre.”

Interestingly, the joint committee which has been spearheading the ongoing movement against the entry of “outsiders” in the state has set November 18 as the deadline for the introduction of Inner Line Permit.

Sapamcha Jadumani and other leaders of the movement were of the view that Manipur government was well empowered to enact and execute Inner Line Permit system in the state and that the Ibobi government did not need to take clearance from the centre.

The state government had referred the matter to the centre with its nod for the introduction of the Inner Line Permit but the Ministry of Home Affairs has already rejected the demand for extension of the provision of Inner Line Permitsystem in Manipur under the Bengal Eastern Frontier Regulations, 1873.

The centre, instead, asked the Ibobi government to defuse the crisis and keep strict vigil on the non-Manipuri people.

It is important to note here that several non-Manipuri residents, mainly from Bihar were by underground rebels last year demanding ouster of all non-Manipuri people from the state.

According to intelligence sources, the current movement against the “outsiders” was sponsored by Coordination Committee (CorCom) of seven valley based underground outfits-- KCP, KYKL, RPF, PREPAK, PREPAK (P), UNLF and UPPK.
